Hok Lyda (Dr.)

Center Director

Dr. Hok Lyda serves as Centre Director of CE SAIN. He earned his Bachelor of Science in Agronomy from Royal University of Agriculture; Master of Science in Agronomy from Khon Kaen University, Thailand; and Ph.D. in Environmental Systems (Environmental Soil Science) from North Carolina A&T State University, the United States. He has experienced in teaching and research and coordinating various agriculture-related research projects in Cambodia. Currently, Dr. Lyda is also a faculty member of the Royal University of Agriculture (RUA).

Dr. Lyda’s duties at CE SAIN include reporting activities to RUA Administration, External Advisory Board and SIIL-CE SAIN Coordinator. He interacts and consults with the SIIL Director and SIIL-CE SAIN Coordinator and ensures there is an effective and active link between CE SAIN and USAID Cambodia Mission, and protocols are implemented to complete CE SAIN deliverables. He also collaborates and guides all employees in the center.

Laing Thyda (Ms.)

Program Manager

Miss. Laing Thyda served as Development Manager of CE SAIN in May 2019 and she was promoted to be a Program Manager in April 2020. She earned her Bachelor Degree in Information Technology and Engineering from Royal University of Phnom Penh (RUPP), Bachelor Degree in Professional Communication from Institute of Foreign Languages (IFL) and Master Degree in Development Management from Norton University (NU).  

She will be responsible for oversees day to day activities of the program and serves as liaison with donors and the primary contact for donor and response to the need of donors as per request. The program manager monitors the implementation of all program activities, ensures that they are aligned with workplan, and meets the objectives and goals of the centre and against the approved budget. She collaborates with development manager to strengthen engagement with development partners and private sector at local and national level. She synthesizes information and prepare reports highlighting accomplishments and responsible for timely submission to donors.

Penh Phanith (Mr.)

Development Manager 

Mr. Penh Phanith serves as Development Manager of CE SAIN. He earned his Bachelor Degree in Economic and Management from National University of Management (NUM) and Master Degree in Management from Royal University of Law and Economics (RULE). Mr. Penh Phanith was a key component of the USAID HIV/AIDS Flagship Project, which was to strengthen management capacity, technical excellence and innovations in community HIV, health and development responses since 2010. He has managed of Sub-Grants to Sub-Sub Recipients (SSRs) and monitored projects results of SSRs based on the approved work plan, budget plan and M&E plan.   

He will be responsible for creating business opportunities, establishment partnership for RUA/CE SAIN with multi-stakeholders such as universities, USG partners and local and international development agencies, foster environment  collaboration and ensure CE SAIN is effective complied with donor’s requirement. He will also support projects for a quarterly monitoring M&E matters by providing documents supports, assist in design a data collection methodologies, tools and compiling report for donor report submission and frequency advice to the staff to ensure all project information are proper record and filed.

VA Sokhary (Ms)

Finance Manager

Ms. VA Sokhary serves as Finance Manager of CE SAIN. She earned Bachelor Degree of Accounting at National University of Management (NUM). She has been working in the field of Finance and Accounting for both private sector and Non-governmental organization since 2006.

She will be responsible for managing and leading the CE SAIN Finance Unit for the all day to day management of the financial reporting, accounting and budgeting. And also provides the accurate financial information to CE SAIN and Donor.

Sar Pisey (Mrs.)

Program Officer

Ms. Sar Pisey serves as Program Officer. She earned her Bachelor's Degree in Agronomy Science from Royal University of Agriculture (RUA), Undergraduate Exchange Program from Czech University of Life Sciences Prague, the Czech Republic. She is experienced in research activities with both national and international partners and project assistance.

She will be responsible manage and monitor the progress of Thesis Research Support Program, Scholarship Program, and Lecture series program. She also assists Program Manager in reviewing the reports from projects/partners/scholars, consolidating the monthly work plan, coordinating staff quarterly meeting, updating data on Piestar and Google drive, and developing tools to measure the project progress and data collection. In addition, she will also provide support to coordinate national and international conference hosted by CE SAIN.

Nov Sina (Ms.) 

Communication Officer

Ms. Nov Sina serves as Communication officer of CE SAIN. She earned her Bachelor Degree in Media and Communication from Royal University of Phnom Penh. She experienced working with NGOs, News Media, and other private sectors in graphic designs, News writing, and videography. 

She will ensure of CE SAIN and donor's branding and visibilities are implemented accordingly. She is responsible to establish a good relationship with multi-stakeholders, private sector, and government officials.

She is responsible for producing market and extension materials such as leaflet, ATP description, Interaction guide, Case study, and brochure for the project. In addition, she will handle with media folk, write and edit contents on social media and website, and prepare CE SAIN information packages.

Mr. Las Brorsoeur  (Mr.)

Human Resource and Administration Officer

Mr. Las Brorsoeur serves as Human Resource and Administration Officer of CE SAIN. He earned his Bachelor Degree in Education from University of Cambodia and he is also pursuing his Master Degree in Educational Administration at University of Cambodia. Mr. Brorsoeur has experienced in human resource and administration within organizations including Hagar International Foundation and Riverkids Foundation.   

Mr. Brorsoeur will manage on Human Resource and Administration to support all employees throughout CE SAIN activities. For instance, he will lead many important roles on procurement process to ensure the effective cost, transparency and accuracy with following CE SAIN or donor policies, manage on CE SAIN assets to make sure all the purchase is compliance with CE SAIN or donor policies, manage on office supplies and stationery, logistic arrangement for training or workshop events, manage on suppliers contract agreement, CE SAIN fleet management, etc. Furthermore, he also update human resource policies for CE SAIN, manage on employee/intern contract, work environment, leave management, employee personal profile and so on in term of human resource functions.

Ngim Leakena (Ms.)

Administrative and Accountant Officer

Ms.Ngim Leakena serves as an Administrative and Accountant officer of CE SAIN. She earned her Bachelor's Degree in Accounting from the Vanda Institute. She experienced in accounting at both companies SMR and ASP, including producing the financial reports,tax declares, admin/logistic support.

Leakena’s duties at CE SAIN include as follows: She ensures the administrative and procurement work is smoothly implemented, ensure office asset and inventory of the project are properly register and managed, Assist business manager ensuring  CE SAIN financial system (accrual, payment, data entry) to be effectively implemented, transparent and accountable manner, Provide technical assistance to Center Secretary to organize lecture series, BA. scholarship matters, international workshop and conference as requested by PM and others, Ensure CASF project and CAST project properly comply with CE SAIN and donors’ policy and requirements, and other task assigns by supervisor/management

Mr. Nall Vichhey (Mr.)

Farm Manager (CE SAIN 01) 

Mr. Nall Vichhey serves as the Farm manager of CE SAIN at RUA, Phnom Penh. He earned his bachelor Degree in Agronomy Science from Royal University of Agriculture (RUA). He has worked as the research assistant of Land Suitability Assessments and Site Specific Management for Cambodian Uplands (ACAIR). He has experienced in working with local communities where he performed full-cycle management of team members with budgeting and forecasting work plans in Banteay Meanchey and Kampong Spue Privince.

His duties at CE SAIN include managing Technology Park in Phnom Penh following technical guidance from the management team of CE SAIN and promoting the model farm being implemented by Technology Park to farmers, private sectors and visitors. Han Socheat (Mr.)

Farm Manager (CE SAIN 03) 

Mr. Han Socheat serves as the Farm manager of CE SAIN.  He earned his bachelor degree in agronomy from royal university of agriculture (RUA), Graduate Mobility program from Kasetsart University, Bangkok, Thailand and He is doing Master Degree in Crop Science under research based program at RUA.

He has worked as the Research and Development (R&D) supervisor at Eco-Agri Co., Ltd (EAC). He has experienced in research activities, experimental set up, crop planning, budget planning and he performed full cycle management of R&D station during his previous job.

His duties at CE SAIN include managing Agricultural Technology Park (ATP) in Kampong Thom following technical guidance from the management team of CE SAIN and promoting the model farm being implemented by ATP to farmers, private sector and visitors. Also provide assistance to visitor/researcher/ foreign partner/student/interns when they carry out their activities at the ATP and build good relationship with model farmers, local authority and relevant stakeholders.

Thea Thol (Mr.)

Farm Manager (CE SAIN 04) 

Mr. Thol Thea serves as the  Farm Manager of CE SAIN 04. He earned his Bachelor Degree in Agronomy Science from Royal University of Agriculture (RUA). He worked as an English teacher at Bright Time International School, he is experience on teaching, then he worked as a Field Agent at Project Alba (Cambodia) Company to help the farmer to produce the safe vegetable in Takeo province and Kampot province, then he worked as a Testing Field Manager Assistance of  Project Alba Company he worked on crops testing, crops development and crops experiment, after that he worked as the Farm Manager of Project Alba’s own farm for large scale of vegetable production that focus on lettuce production in Takeo province.

His duties at CE SAIN include caretaker and managing Agricultural Technology Park in Siem Reap province following technical guidance from the management team of CE SAIN and promoting the model farm being implemented by Technology Park to farmers, private sectors and visitors. Mr. TAL Sokly serves as the Farm Manager of CE SAIN. He earned his Bachelor Degree in Agronomy from Royal University of Agriculture (RUA). He is experinced in managing and coaching farmers to produce safe vegetables in Kompot and Takoe province.

Kou Bunkheang

Aquaculture Project Coordinator (CAST/CE SAIN Project)

Mr. Kou Bunkheang is a team leader member of CE SAIN in Cambodia.

He undertakes overall responsibilities of project activities, planning, monitoring, coordination and collaboration, reporting and communications including supervising three aquaculture technicians and matrix management to one administrative and accounting officer.

He is also the focus point person who communicates with ASA and USDA.

SOEUN Chantrea (Miss)

Aquaculture Technician (CAST-KTH)

Miss. SOEUN Chantrea serves as the Aquaculture Technician of Commercialization of Aquaculture for Sustainable Trade project (CAST) /Center of Excellence on Sustainable Agricultural Intensification and Nutrition (CE SAIN), Royal University of Agriculture (RUA).

She earned her Bachelor's Degree in Fisheries Science from Royal University of Agriculture (RUA). She is experienced in Fisheries and Aquacultures in Aqua-farm (RUA) and Inland Aquaculture Centre poly fish cultured,  fish health diagnosis in Fishery laboratory, snakehead seed production, and frog too. she ever raised small grants from WorldFish project, including writing project reports, preparing monthly work and budget plans, providing technical assistant to beneficiaries related to aquaculture/community activities.

Chantrea’s duties at CE SAIN include reporting activities at the fishpond to CAST Project Coordinator, and promoting the model fish farm being implemented by Technology Park to farmers, private sectors and visitors. YUT CHETRA (Mr)

Aquaculture Technician (CAST-BTB) 

Mr. YUT Chetra serves as the Aquaculture Technician of Commercialization of Aquaculture for Sustainable Trade project (CAST), Center of Excellence on Sustainable Agricultural Intensification and Nutrition (CE SAIN), Royal University of Agriculture, Cambodia.

He earned his Bachelor Degree in Fisheries Science from Royal University of Agriculture (RUA). He is experienced in Fisheries and Aquacultures at both national institution RUA Aqua-farm and NARDi, including producing, nursing and raising fish, frog and giant freshwater prawn and water quality management.

Neang Monysanita (Ms.)

Project Coordinator for Farmer to Farmer Project (F2F)

Monysanita Neang serves as Project Coordinator for Farmer to Farmer Project (F2F Project) of the Center of Excellence Sustainable Agricultural Intensification and Nutrition (CE SAIN). She is pursuing M.S in International Development at Royal University of Phnom Penh in January 2020. She earned two bachelor degrees majoring in International Relations and Public Administration from Institute of Foreign Languages and Royal University of Law and Economic. She has significant experiences working with national and international youth in capacity building for employability, youth sponsorship, and youth volunteering.

Her duties in CE SAIN mainly focusing on recruiting Host Organizations, facilitation and supporting US volunteers, who have their specialization in Agriculture to work with the Host Organizations for improving the Sustainable Agricultural Intensification and Nutrition strategies ranging for small holder farmers, farmer organizations, and agriculture institution through demand-driven volunteer placements in CE SAIN Zone of Influence.

Lork Koemly (Mr.)

Human Resource and Administration Assistant

Mr. Lork Koemly serves as Human Resource and Administration Assistant of CE SAIN. He earned his Bachelor Degree in General Management from Cambodian Mekong University (CMU). Mr. Koemly has experienced in Urban Service Program from The Asia Foundation and Data Management at Digital Divide Data.

Mr. Koemly will work closely with HR and Admin Officer to assist in many roles of HR and Admin Unit. For administration tasks. He will assist on controlling in-coming and outgoing letter and documents, filling necessary documents, stationery purchase order. Moreover, he will support HR and Admin Officer on procurement process, recruitment and so on. HR and Admin Assistant will also assist on update staff profile including staff contract filling, leave record and other tasks assigned.
