2) Project Background

The Royal University of Agriculture (RUA) is the oldest agricultural university and its vision is to become the top research university in agricultural sciences in Cambodia. RUA has already been a partner in several research projects with the Innovation Labs (ILs). With the funding assistance from United State Agency for International Development (USAID), RUA established the Center of Excellence on Sustainable Agricultural Intensification and Nutrition (CE SAIN). CE SAIN plays a key role in coordinating the ILs project activities and providing assistance to other stakeholders in Cambodia to improve sustainable agricultural intensification and nutrition (SAIN) and strengthening the institutional Capacity of RUA in Cambodia.

CE SAIN’s VISION: To become a learning and research platform to foster implementation of innovative and sustainable agricultural intensification and nutrition (SAIN) technologies for economic growth.

CE SAIN’s MISSION: To foster in Cambodia innovative research, teaching and extension that intensifies the growing, handling and marketing of food, while enhancing community nutrition and ecosystem services; motivated and incentivized by private-public sector synergy.


  1. Coordinate and leverage Innovation Labs (ILs) and other sustainable agriculture and nutrition (SAN) funded activities.
  2. Build human and institutional capacity development of the Royal University of Agriculture
  3. Establish technology parks to showcase high-potential technologies and strategies to sustainably intensify smallholder farming systems.


The CE SAIN activities will contribute to improved coordination of activities of ILs and other funding agencies in Cambodia, reducing overlapping project implementation through a database of promising technologies on SAIN at various study sites of ILs which can be used to identify options for food security in the country. Education, Research and Extension capacity on SAIN of RUA faculty will also be built so innovations and technological interventions to assist the profitability of those who are involved in SAIN, especially smallholder farmers. Additional impacts include the improved communication and knowledge sharing and management of proven technologies. The SAIN in various agro-hydro-ecological zones through technology parks will be available to multiple audience (farmers, extension agents, private industry, researchers and policy makers). After USAID funding, CE SAIN will have the funding mechanism to support itself through core funding from the government of Cambodia and funding from other international institutions involved in Cambodia.

Following from the mentioned above, CE SAIN would like to hire an external consultant (group or firm) to produce two video documents illustrating the CE SAIN activities had been implementing within the last 18 months (September 2016 to February 2018).

4)- Objective of the assignment:

  • To produce two short videos (Max 3 minutes each) representing the successes of CE SAIN’s activities designed to communicate to a wider audience, including Feed the Future stakeholders and others. Specific featured activities may include promising practices being showcased in the Technology Parks, collaborations developed with researchers locally and globally, and capacity building efforts within the Royal Agriculture University (RUA) and other institutions. 

5)- Methodology and schedule of work

The assignment will start from 20 April and finish by 31 May 2018.

The main phases of the assignment are the following:

  • Desk Review: Reading project documents, developing field schedule for filming, conceptualization of the videos, development of storyboard/script for video filming, etc.
  • Video and audio recording: Meeting with relevant stakeholders in Phnom Penh and with other stakeholders at the provinces. The relevant stakeholders include: USAID Mission officers, Lecturers and Students at RUA, Line government official– at MAFF, Rector of RUA, High School’s principal, NGO partners, CE SAIN Project Coordinator at Kansas State University and smallholder farmers from a project beneficiary perspective (project beneficiary).
  • Make a presentation of video documents to CE SAIN colleagues at Phnom Penh, RUA campus.
  • Submission of final video documents to CE SAIN.

Reporting requirements

The final products are expected both soft and hard copy as below:

  1. Transcript from interviews and Scripts for 2 videos.
  2. 2 Video documents (Max 3 minute each), English & Khmer translation (includes Sub-Title). There are 50 DVD copies are required.

6)- Qualifications required

The consultant or a team who will undertake the assignment will have the following:

  • A master’s degree in communications, social sciences or a bachelor’s degree with its equivalent in work experience.
  • Proven experience with writing and editorial work and or a field researcher. The consultant or a team should be located in Cambodia and knowledgeable of current agriculture and academia context in Cambodia.
  • Experience in working with a volume of documentation to produce one succinct document.
  • Understanding the concept of Sustainable Agricultural Intensification and Nutrition, capacity building program, and also gender mainstreaming concept in Cambodia is an advantage.
  • Be able to travel to Kampong Cham, Kampong Thom, Siem Reap, and Battambang, but the majority of the assignment will be located in Phnom Penh.
  • Excellent written and spoken command of English

7)- Supports from CE SAIN

  • All relevant documents will be made freely available to the consultant or a team for these assignments. CE SAIN Farm Managers at the provincial office will help with any appointment and meeting arrangements with NGO partners, line government agencies and the project beneficiaries.
  • USAID guideline, policy and brand’s principle will be provided to the consultant to ensure the video document are met the standard.
